Jarl Balgruuf, to me, has always appeared to be this leader in Skyrim that simply just values his walls and his people above all else. But I believe it's more than that. His indecision isn't accidental. Nor is it entirely driven by his loyalty to his people. It's driven by his humanity. He understands consequences. He understands that his decisions bear true weight. And what we see with him is the tension resulting from this. He's always been my favorite Jarl. Just for the wrong reasons, due to my own misunderstanding of his design.
