According to Dr. Manuel Ramón Morel Cerda, Dr. Balaguer realized the Trujillo dictatorship was about to collapse when the Americans began to withdraw their support. It was Balaguer who was passing secret information from the dictatorship to Robert D. Crasweller, information that Johnny Abbes knew but didn't dare inform Trujillo about Balaguer's betrayal. According to Morel Cerda, Johnny Abbes was plotting to assassinate Balaguer, but Balaguer knew about it and protected himself by living in his sister Laíta's house, avoiding any potential attack by Johnny Abbes García. There was a moment when tensions between the head of the SIM (Military Intelligence Service) and Joaquín Balaguer reached such a point that the latter questioned whether they should sit at the same table for lunch in the dictator's presence. Trujillo overheard this, grabbed Balaguer by the neck, and threw him down a flight of stairs. Balaguer had to sit at the same table, after being pushed by Trujillo, and calmly have lunch with his archenemy Johnny Abbes. Morel Cerda even suspects that Joaquín Balaguer likely participated in the assassination of Johnny Abbes, since it was he, from the Dominican presidency, who supposedly provided the information that led dictator François Duvalier to uncover the plots in which Johnny Abbes was involved with a new associate of the Haitian dictator. Morel Cerda offered precise details about the stories and hardships Joaquín Balaguer endured alongside Trujillo. He said that the Americans suspected Balaguer had collaborated in the kidnapping and transfer to the Dominican Republic of the Spanish intellectual Jesús de Galíndez, who was murdered by Trujillo, but he believes it is not true that Balaguer was part of that plot, and that those who were involved were Minerva Bernardino and the clergyman Oscar Robles Toledano, who was then consul in New York.
