We're talking about Presidential Decree No. 412 of August 26, 1993, "Regulations containing standards for the design, installation, operation, and maintenance of heating systems in buildings for the purpose of reducing energy consumption, in implementation of Article 4, paragraph 4, of Law No. 10 of January 9, 1991." This decree has undergone many amendments, but is still largely in force today and is often unfamiliar to professionals and installers. This is the first part, with the second following next week.
