Its design and development is a collaborative effort between Mexican companies, the Technological Research and Development Unit (formerly the Mexican Navy's Institute of Technological Research and Development, INIDETAM), and international companies such as Fassmer, MTU, and Leonardo. The contract with Fassmer involved redesigning the new vessel based on an existing Mexican Navy design. The contract with Leonardo of Italy includes the installation of a 76mm naval gun on each vessel, in addition to other calibers such as the 30mm Lion Fish cannon and two 12.7mm Lion Fish turrets, as well as surveillance radars with IFF and fire control systems.
