Between February 21 and 23, 1995, Brazilian Army Brigadier General Ariel Pereira da Fonseca commanded the first military observer mission from the Guarantor Countries of the Rio de Janeiro Protocol, with the aim of initiating the disengagement of forces, precisely on the day that the assault on the Tiwinza settlement by soldiers and special forces of the Peruvian Armed Forces took place. In this context, General Pereira first arrived in Ecuador and then moved to Peru, specifically to PV1, where he was deeply shocked to see the Peruvian soldiers and officers engaged in bloody battles north of that garrison. Upon the withdrawal of this observer mission from PV1, a reporter from Panamericana Televisión obtained a statement from General Pereira, who sincerely and openly expressed his impression of the actions of the Peruvian soldiers.
