Keiko Fujimori revela sus primeras medidas antes de asumir la Presidencia

President-elect Keiko Fujimori announced that she will request special powers from Congress and did not rule out issuing emergency decrees to address the potential damage that El Niño could cause in the country. The incoming government's strategy will focus on prevention and immediate response actions, primarily cleaning riverbeds, protecting riverbanks, and implementing measures to reduce the impact of potential flooding. The decision was supported by political analyst Iván Arenas, who believes the emergency situation demands accelerating the execution of projects. "The only way to expedite the rapid execution of projects is to resort to these emergency decrees and the powers that the Executive Branch will request," he stated. Along these lines, former Chief Clerk of Congress José Cevasco explained that emergency decrees are a presidential prerogative and do not require prior approval from the Chamber of Deputies or the Senate. "They don't need it; it's a presidential prerogative. Emergency decrees are provided for in the Constitution so that the President of the Republic can implement immediate actions," he indicated. However, the delegation of legislative powers will still require approval from both chambers of the next bicameral Congress. In addition to the preventative agenda regarding the El Niño phenomenon, Fujimori led a parliamentary orientation session with the elected senators and representatives of Fuerza Popular in Cañete. There, she addressed her future party members and emphasized that the party is preparing to assume the role of the governing party for the next five years. “From now on, with great responsibility, gratitude, and above all, with great humility, we are preparing you to be the governing party and Fuerza Popular to lead the destiny of our country for five years,” she stated. During her address, the president-elect assured that her administration will be characterized by a constant presence among the people. “The only thing you will see from me is absolute dedication to our country,” she affirmed. She also acknowledged that she may make mistakes, but promised active and accessible leadership. “You will see a president walking, listening, building, inaugurating projects, but above all, showing her face,” she noted. POPULAR FORCE DEFINES SPOKESPEOPLE AND ORDERS TRANSFER Meanwhile, Popular Force has already defined its spokespeople for the upcoming bicameral Congress. In the Chamber of Deputies, the main spokesperson will be Cecilia Chacón and the alternate spokesperson Arturo Alegría. In the Senate, the official spokesperson will be Patricia Juárez, while Víctor Flores will be the alternate spokesperson. For its part, Together for Peru appointed José Mercedes Castillo Terrones, brother of former president Pedro Castillo, as main spokesperson in the Senate, while Jennifer Paredes, the former president's sister-in-law, will serve as alternate spokesperson in the Chamber of Deputies. With these appointments, the parliamentary groups are beginning to define their positions in anticipation of the start of the new bicameral Congress. As part of the transition process, Marco Vinelli, head of Fujimori's transition team, sent a statement to the Presidency of the Council of Ministers requesting that public agencies under the Executive Branch refrain from making any new hires, appointments, or budget commitments. The measure aims to preserve transparency before the change of government and prepare the ground for the start of the next administration. LOOKING TO RESTORE RELATIONS WITH MEXICO On the international stage, Fujimori also received greetings from the President of Chile, José Antonio Kast, with whom she discussed the need to strengthen friendly relations, trade, the Pacific Alliance, and participation in APEC. "We assume this great responsibility with profound gratitude and a clear mandate," the president-elect stated during the video call. Finally, the relationship with Mexico also opened a new possibility for diplomatic rapprochement.
