You’ve probably heard of the CAP (Common Agricultural Policy). It’s the second-largest budget in Europe, with €55 billion allocated each year. And, most notably, France is the largest beneficiary, receiving €9 billion annually. But strangely, this money doesn't always go to farmers. In France, some farmers receive nothing, while large corporations pocket millions of euros in subsidies each year. The CAP is thus inequitable, as half of the subsidies go to 20% of the recipients, while 80% have to share the remaining portion. Since 2015, part of the CAP subsidies is meant to protect biodiversity and fight agricultural pollution. This is called the “green payment.” Cash Investigation will reveal that this green revolution has cost billions of euros, but the environmental goals are far from being achieved. Journalist Véronique Blanc also investigated fraud stories related to CAP funds in Corsica. Public money that was allegedly diverted and, despite warnings from Europe, has never been reimbursed.
