Marco Rubio and Sergey Lavrov held talks in Manila. “The purpose was to assess where both sides currently stand,” Scott Lucas, Professor of American Studies at University College Dublin, told World Talks. Prior to the meeting, Volodymyr Zelenskyy held separate talks with both Donald Trump’s envoys and the U.S. ambassador to NATO. According to Lucas, increased U.S. support for Ukraine’s air defense remains on the table. He also argues that Donald Trump, who likes to be associated with winners, is taking note of Ukraine’s successful strikes deep inside Russia. At the same time Brussels has agreed on the EU’s 21st sanctions package against Russia. The measures include actions targeting vessels linked to Russia’s so-called shadow fleet. “The EU watered down the package because of Greek objections,” Lucas added.
