Gary: Still Waiting On The Comeback

Gary, Indiana has been “on the verge of a comeback” for as long as most people can remember. Decades of announcements, redevelopment plans, and big promises have come and gone — yet much of the city still struggles with abandonment, population loss, and basic infrastructure issues. In this video, we take a grounded, no-nonsense look at where economic growth in Gary has actually occurred, and where it continues to fall short. This video focuses primarily on Gary’s west side and highlights the city’s most visible modern success story: the Hard Rock Casino. Since opening in 2021, the casino has become one of the most profitable in the region and has sparked plans for a massive Lake County Convention Center and hotel complex nearby. If built, it would be the only hotel in the city of Gary and represent one of the largest investments the city has seen in decades. But while the casino area shows real momentum, other parts of Gary remain stuck in a cycle of hype and disappointment — especially when it comes to the Gary/Chicago International Airport. Despite runway expansions, major public investment, and repeated promises of commercial airline service and job creation, the airport still has no passenger flights. We break down the history of those promises, what actually happened, and why the airport remains one of Gary’s most controversial economic development efforts. This video also examines the role of Tax Increment Financing districts, logistics and warehouse development, and whether Gary’s future recovery is more likely to come from unglamorous industrial growth rather than flashy mega-projects.
