Using Performance-Based Earned Value (SM) for Measuring SE Effectiveness - 2008 - Ron Carson
This presentation of a 2008 paper is the first in a short series on systems engineering measurement, and identifies problems with Earned-Value Management, a correction using Performance-Based Earned Value (SM), and how this relates to defining and measuring systems engineering effectiveness. We define an architectures (or hierarchy) of SE measures and describe two measures related to requirements.
