The original opening dates were 2027 for Phase 1 and 2029 for Phase 2. However, the Transition Committee stated, "As of June, the actual progress rate for the main line and station structure construction of the Cheongna extension was confirmed to be 53.8%, significantly below the normal progress plan of 76.9%." They argue that delays in opening are inevitable because, in addition to the low progress rate, the production of electric trains has even stopped. The explanation is that even if the pending issues are resolved, the opening dates will inevitably be delayed by up to four years, with Phase 1 scheduled for 2030 and Phase 2 for 2033. In particular, it was pointed out that the Incheon Metropolitan City Urban Railway Construction Headquarters had prematurely paid approximately 22 billion won in progress payments to a construction company based on falsified progress documents, even though no actual construction had taken place.
