However, when he did agree to open the financial institutions, he did so by offering security and appointing Commander Manuel María Méndez Ureña to oversee the Royal Bank of Canada, Citi Bank, Banco de Reservas, and Banco Popular Dominicano. He explained that no one was ever allowed to remove or take documents or money, and that Caamaño was meticulous in protecting the financial institutions. The Central Bank was also unable to open its safe deposit boxes, although it could not carry out clearing house activities, which the banks partially performed in Santiago. “The banks were respected. Collection operations were carried out, checks were exchanged, and in the case of the Royal Bank, which was the largest institution, besides being foreign-owned, “it was always highly respected and nothing was ever lost,” said Bill Wall.
