However, when he did agree to open the financial institutions, he did so by offering security and appointing Commander Manuel María Méndez Ureña to oversee the Royal Bank of Canada, Citi Bank, Banco de Reservas, and Banco Popular Dominicano. He explained that no one was ever allowed to remove or take documents or money, and that Caamaño was meticulous in protecting the financial institutions. The Central Bank was also unable to open its safe deposit boxes, although it could not carry out clearing house activities, which the banks partially performed in Santiago. “The banks were respected. Collection operations were carried out, checks were exchanged, and in the case of the Royal Bank, which was the largest institution, besides being foreign-owned, “it was always highly respected and nothing was ever lost,” said Bill Wall. He maintained that banks were the most important asset, aside from people's lives, and there was always great respect for these institutions, even though it was also known that the money held by the banks belonged to Dominicans. Wall, of British and Spanish descent, was an employee of the Royal Bank of Canada and witnessed the most important events of the April 1965 war, particularly those related to the financial sector at that time.
