The Kibi Line (Momotaro Line) connects central Okayama City and Soja City. Despite being a suburban line within a designated city, it retains the characteristics of a local line, being single-track, non-electrified, and running only about once an hour during the daytime. The Okayama-Kibi Line LRT concept aims to transform this "urban local line" into an LRT equipped with low-floor vehicles and high-frequency service. In 2018, Okayama City, Soja City, and JR West Japan reached an agreement to realize the plan, but due to the worsening financial situation caused by the COVID-19 pandemic, the plan is currently suspended. However, it is only suspended, not canceled, so if momentum rises again in the future, the Kibi Line LRT concept may be revived. So, should the Kibi Line LRT be restarted? Is it to increase the number of trains? Is it to improve speed? Is it to alleviate congestion during rush hour? Is it to reduce road congestion? Or do you want to create a compact urban structure centered around public transportation? Different objectives necessitate different optimal solutions. Light Rail Transit (LRT) has the power to transform a city's image and promote sustainable urban development. However, it's not a panacea that brilliantly solves all problems.
