50 anni dopo Icmesa: il punto sulla disciplina "Seveso"

In this video, Stefano Maglia—President of TuttoAmbiente, Ekofuture, and AssIEA—retraces one of the most dramatic events in Italian environmental history: the Seveso disaster of July 10, 1976, when a cloud of dioxin escaped from the Icmesa plant, contaminating the surrounding area and profoundly impacting European and national regulations on industrial safety. Starting from that tragic accident, Stefano Maglia illustrates the evolution of the regulation of plants at risk of major accidents, from the Seveso I Directive of 1982 to the current Legislative Decree 105/2015, which implements the Seveso III Directive. This insight provides insight into: the origins of the Seveso legislation; the evolution of corporate responsibilities; the European and Italian legislative framework; the critical issues still remaining in the sanctions system. Nearly fifty years after that disaster, remembering Seveso means reflecting on the importance of prevention, industrial risk management, and environmental and public health protection.
