IED: il mistero della direttiva scomparsa

In this video, Stefano Maglia, President of TuttoAmbiente, Ekofuture, and AssIEA, addresses the "mystery of the missing directive": what happened to the Italian transposition of the new IED 2.0 Directive? The IED – Industrial Emissions Directive – is the European reference directive on industrial emissions. The original directive, 2010/75/EU, had a significant impact on the Consolidated Environmental Act, particularly Part Two, concerning the AIA, and Part Five, dedicated to emissions. In 2024, the new directive, EU Directive 2024/1785, arrived, destined to profoundly modify the existing legislation. It is a substantial and highly significant text, with dozens of pages, numerous recitals, and significant amendments to the parent directive. But the key point is another: the directive must be transposed by Member States by July 1, 2026. The 2025 European Delegation Law confirms this obligation. Yet, with just a few weeks to go until the deadline, a fundamental question arises: where is the implementing legislative decree? Will the directive be considered self-executing? Is there already a draft decree ready for publication? Or will implementation be delayed?
