For the first 8 years, fresh recruits get 8 specific travel occasions. On completion of 1 year of service, they can travel to their Home Town 3 times and Any Place in India once, in each 4-year block. After 8 years, they shift to the standard regular 4-year block rules applicable to all central government employees. First 8 Years (Special Fresh Recruit Rules)Fresh recruits have personal block periods calculated from their initial date of joining. After completing one year of regular service, they can avail 8 distinct LTC occasions on a calendar-year basis: Occasions 1, 2, & 3: Home Town LTC Occasion 4: Any Place in India LTC Occasions 5, 6, & 7: Home Town LTC Occasion 8: Any Place in India LTC Carry-over: Unutilized LTC in any specific year lapses; it cannot be carried forward, as it is a yearly entitlement for the first 8 years. Conversion: Fresh recruits have the option to convert one of their Home Town LTC occasions to visit J&K, North East Region (NER), or the Ladakh region. After 8 Years (Regular CCS LTC Rules)Once the initial 8-year period ends, the fresh recruit is treated at par with other regular government employees. They transition into the standard 4-year block periods (e.g., 2022-2025, 2026-2029).
