A bill progressing through the Colombian Congress proposes the creation of a new mandatory insurance policy for drivers, separate from the existing SOAT (Mandatory Traffic Accident Insurance) and linked to their driver's license. Although the initiative still needs to pass one final debate, the potential costs for millions of citizens are already known if it comes into effect. This is the Mandatory Extracontractual Civil Liability Insurance, a policy designed exclusively to cover material damages caused during a traffic accident—that is, damage to vehicles, homes, utility poles, or other property—but not personal injuries, as explained by Congressman Julio Elías Vidal in an interview on Mañanas Blu with Néstor Morales. How much would drivers have to pay? One of the most controversial points is the cost of the new policy. The senator stated that, after consulting with insurance companies and reviewing the history of a similar regulation that was previously in effect, the cost would be relatively low. "This insurance was already in operation. It only cost 50,000 pesos per year for cars and 25,000 pesos per year for motorcycles," he stated. However, he acknowledged that the bill establishes an upper limit to prevent price gouging by insurance companies. "We set a cap in the law. It would reach a maximum of 100,000 or 131,000 pesos for cars and up to 70,000 pesos for motorcycles. They couldn't exceed that," he maintained. Thus, although the estimated cost would be around 50,000 pesos annually for cars, the final figure could be higher depending on market conditions. What would this new insurance cover? Unlike SOAT (Mandatory Traffic Accident Insurance), this policy would be exclusively for covering material damages resulting from traffic accidents. According to the senator, the coverage would reach up to 15 current legal monthly minimum wages for cars, that is, approximately 28 million pesos at current values, while for motorcycles it would be seven minimum wages. "For cars, it's stipulated at 15 minimum wages, and for motorcycles at seven minimum wages," he stated. The insurance could be used to repair damage caused to other vehicles, homes, facades, utility poles, or other property affected during an accident. It would be linked to the driver's license, not the vehicle. Another proposed change is that the insurance would not depend on the car or motorcycle, but on the driver. "The one who has to answer is the one driving. The one who is responsible is not the vehicle, but the driver," explained Elías Vidal. This would mean that a person who owns several vehicles but has only one driver's license would only need to purchase one policy. During the interview, the senator even confirmed that those with a valid driver's license would also have to purchase insurance upon renewal, regardless of how frequently they drive.
