Kerrville, Texas flooded again overnight, the second catastrophic flash flood to hit this stretch of the Hill Country in two years. I was on the ground before dawn, and residents here told me this one was different. I traveled through the Kerrville area, Comfort and communities along Interstate 10 to document the damage and meet the people who survived it. Around 2 a.m., Jakobe Rudolph moved his seven-month-pregnant wife upstairs, then began warning neighbors as floodwater climbed toward the balcony.
