I flew in from covering a typhoon in Japan to answer one question: did Texas learn? What happened on July 14–16, 2026: a rare WPC HIGH risk for excessive rainfall which is issued on fewer than 4% of days, and ir verified over South Central Texas. Boerne saw more than 3.5 inches of rain in one hour, creeks hit record levels, and 36 people were rescued from the water. That same morning, a likely EF1 tornado struck northwest San Antonio near UTSA and I-10 with no warning of what was coming.
