Amando Ligutan.Cayetano questioned the thoroughness of the NBI’s investigation into the alleged grave threats against President Marcos. He pointed out what he viewed as severe defects in the NBI's Affidavit of Investigation, noting the document incorrectly identified Duterte as the Secretary of the Department of Justice rather than Education.Furthermore, Cayetano challenged the prosecution and raised a procedural objection when Ligutan and the prosecution panel attempted to reschedule NBI Director Melvin Matibag's testimony. He argued that it set a "bad precedent" for a government bureau head to dictate their trial appearance schedule to the Senate impeachment court.
