Imports from non-European countries are subject to strict controls, while imports from EU countries are not. It is the responsibility of each member state to ensure that logging in their forests is carried out in compliance with the law, but controls are not uniform across countries: when they are bypassed, illegal wood can circulate on the EU market alongside legal wood without any trace.
