In some areas, the amount of waste generated in daily life is becoming increasingly difficult to process. The reason for this increase in waste is surprising. ■ "The situation where waste processing cannot keep up" The amount of waste generated daily is enormous. The Tokyo Metropolitan Government has stated that "landfills will be full in about 50 years," and has expressed its intention to encourage waste reduction by making waste disposal a paid service. In Osaka City, where nearly 900,000 tons of waste are processed annually, a different problem has arisen at the incineration plant. The Osaka Wide-Area Environmental Facilities Association, which processes household waste and other waste from four municipalities in Osaka, has made the following appeal: "The waste storage facilities at each plant are almost full, and we are becoming unable to keep up with waste processing." The waste from these cities is processed at six incineration plants, but operations remain restricted due to equipment maintenance and malfunctions. The association is calling for waste reduction and the promotion of recycling. The union anticipates the situation will remain critical until around December, but why did this situation arise in the first place? ■ Decrease in Processing Plants Also a Contributing Factor The amount of waste, which has accumulated to the point of becoming a mountain, is approximately 8,600 tons. This particular plant is large enough to accommodate 40 25-meter swimming pools, but it has already exceeded its capacity. Currently, it is 14% over its processing capacity limit. Business waste from restaurants and hotels accounts for a larger volume than household waste, representing approximately 66% of the total processing volume. Furthermore, the total amount of waste has decreased compared to the early Heisei era, and this is partly due to the reduction in the number of waste treatment plants.
