It translates to "those in authority" or "those entrusted with command." The phrase is part of a verse that instructs believers to obey Allah, His Messenger (Prophet Muhammad ﷺ), and those in authority among them. Interpretations of "Ulu'l-Amr" There is a long-standing scholarly debate in Islamic theology about the exact identity of "Ulu'l-Amr" after the Prophet Muhammad's death. The primary interpretations are: Sunni Interpretation: The majority of Sunni scholars interpret "Ulu'l-Amr" to refer to Muslim rulers, leaders, and scholars (Ulama). This view holds that obedience to a just and righteous ruler is necessary for maintaining social order and preventing chaos. However, this obedience is not absolute and is contingent upon the ruler's commands not being in contradiction with the teachings of the Qur'an and Sunnah. Shia Interpretation: Shia theology holds a very specific interpretation. They believe "Ulu'l-Amr" refers exclusively to the Twelve Imams from the Ahl al-Bayt (the family of the Prophet Muhammad ﷺ).
