동탄·기흥·구리 오늘부터 규제지역…5일부터 토허제 / 연합뉴스TV (YonhapnewsTV)

[Anchor] Three areas—Hwaseong Dongtan, Yongin Giheung, and Guri—where housing prices have surged recently due to the semiconductor industry boom, will be designated as Speculative Overheating Zones and Adjustment Target Areas starting today (the 1st). Starting on the 5th, these areas will become Land Transaction Permit Zones, which will prohibit "gap investment"—buying a house with a Jeonse lease attached. Reporter Jung Da-mi reports. [Reporter] Three areas—Hwaseong Dongtan, Yongin Giheung, and Guri—have been additionally designated as Regulation Zones and Land Transaction Permit Zones. This decision was made because signs of market overheating appeared, with apartment prices in Dongtan—which was most affected by the semiconductor boom—rising by over 11% cumulatively this year, and Giheung and Guri jumping by over 6% and 7%, respectively. The Ministry of Land, Infrastructure and Transport explained that this decision was made to protect real buyers by curbing speculation. The Regulation Zone designation takes effect today, while the Land Transaction Permit Zone designation applies starting on the 5th. [Lee Yu-ri / Head of Housing Policy Division, Ministry of Land, Infrastructure and Transport] "In Dongtan, Hwaseong, Gyeonggi Province, and Giheung, Yongin, expectations for rising housing prices are increasing due to a combination of factors, including improved transportation infrastructure such as the opening of the GTX-A line and the recent boom in the semiconductor industry. Meanwhile, in Guri, an area adjacent to Seoul, the upward trend in prices continues, centered around station areas." Consequently, the number of metropolitan areas subject to 'triple regulations' has increased to a total of 40, adding the three newly added locations to the entirety of Seoul and 12 areas in Gyeonggi Province designated in last year's October 15 measures. However, since housing prices in Dongtan, Giheung, and Guri have already surged due to the 'balloon effect' of the October 15 measures, some critics suggest that the government implemented 'delayed regulations' with the local elections in mind. Asking prices were rising, and when I asked for a listing, they kept raising the price. Buying pressure followed suit, and on top of that, there were even double compensation claims. There were a lot of transactions driven by price increases." In regulated areas, loans are restricted, such as the LTV for first-time homebuyers being tightened to 40%. There are also disadvantages, such as restrictions on reselling pre-sale rights, and tax burdens increase, including heavy capital gains taxes for multi-home owners. Additionally, when purchasing a home in a restricted area, one must reside in it for two years. This effectively bans so-called "gap investment," the purchase of a home with a Jeonse lease attached. The upward trend in housing prices in Dongtan, Giheung, and Guri, which are bound by "triple regulations," is expected to slow down for the time being. Furthermore, as listings decrease, a lull in transactions is likely to persist for the time being."
