In Tlapa de Comonfort, Guerrero, we concluded our weekend tour of Indigenous communities. We reaffirmed that we will not allow injustices or authoritarian acts. We committed to ensuring justice for activist Arnulfo Cerón. We have information regarding the arrest of the perpetrators. The masterminds must be identified. Let it be clear: this government does not protect criminals. Whoever is responsible will be punished. We will continue our efforts to uncover the truth about the disappearance of the 43 students from the Ayotzinapa Rural Teachers' College; we will spare no resources. The entire government has the responsibility to find them. We again offered protection to witnesses who can provide information that will aid the investigations. When it is not a matter of state crimes, the truth will always be revealed if there is political will. We acknowledge the community leaders with whom we spoke today and thank those who prayed for us and offered their blessings. There are many demands; we will address the general issues first, and then the specific requests that arise, but we will respond to all of them. We committed to replicating in Guerrero the rural road paving program currently operating in Oaxaca. A budget will be allocated and distributed to the municipal governments. We will be vigilant and ensure that the funds are used properly. We reaffirm our trust in the traditional authorities because they are honest and incapable of stealing the money. We reiterate that the distribution of pensions to senior citizens is based on principles of justice. There cannot be equal treatment for those who are unequal. This has displeased the conservatives, who are unaware of the suffering of the poor. Indigenous farmers work harder and more, which is why they receive their support starting at age 65. We will continue to support agriculture, and resources will be delivered directly, without intermediaries or discrimination. We will strengthen small-scale coffee and sugarcane producers. The "Sowing Life" program will have a presence in the mountains of Guerrero. Through this initiative, we will cultivate 50,000 hectares of fruit and timber trees, which will create 20,000 permanent jobs in this region. We want migration to be optional, not forced, and for there to be development in the communities. Regarding the distribution of fertilizers, we noted that there were some setbacks due to the blockades. In the next delivery, we will be vigilant to ensure that everyone receives it. Official corruption is over. We presented the "Our School" program for the improvement of 9,000 basic education facilities in Guerrero. We agreed that the federal and state governments will each contribute half of the resources. One year into our administration, the reforms we have promoted are equivalent to having a new Constitution. We are making progress toward a different legal framework. For example, corruption and electoral fraud are now serious crimes. We eliminated tax forgiveness for high-income earners and the education reform. Access to healthcare is now guaranteed. We announced that citizen consultations can now be held, the president can be tried for any crime, and he will be subject to recall elections; we are doing all of this out of conviction and to prevent the use of force. We do not want coups or impositions by force here. Therefore, following our exemplary historical tradition of foreign policy, we granted humanitarian asylum to the president of Bolivia, Evo Morales. We recently submitted a new bill to elevate to constitutional status the right of all senior citizens and poor children with disabilities to receive a bimonthly pension that increases based on inflation. The proposal also includes students at all three levels of education so they can access scholarships.
