The National Command Headquarters Management of the West Papua National Liberation Army (Komnas TPNPB) has received an official report from the General Operations Commander of the West Papua National Liberation Army (TPNPB), Major General Lekagak Telenggen, and his troops from the battlefield representing TPNPB troops in 36th Regional Defense Commands throughout Papua, stating that the shooting of American pilot Nicholas F. Goselin and the burning of an AMA aircraft belonging to an Indonesian airline occurred because the UN, the United States of America, and the Netherlands violated international law, specifically Article 73e of UN Resolution No. 1541, the New York Agreement on August 15, 1962, and the Rome Agreement on September 30, 1962, all international agreements between the United States of America, the Netherlands, Indonesia, and the United Nations, all failed to involved Papuans in resolving the root causes of the political problems in Papua, which have persisted for 64th years between the Indonesian colonial government and the West Papua National Liberation Army, and the Papuan people. Therefore, Major General Lekagak Telenggen, representing all West Papua National Liberation Army (TPNPB) troops in 36th Regional Defense Commands throughout Papua, urged the United Nations to immediately resolve the root causes of the political problems between the Indonesian colonial government and the Papuan people. If the UN does not take this seriously, the shootings will never stop, and casualties will continue. The shooting of American pilot Nicholas F. Goselin on July 2, 2026, serves as an important warning to the UN, the United States of America, and the Netherlands to immediately resolve the ongoing conflict between the Indonesian colonial government and the Papuan people in Papua. Furthermore, Major General Lekagak Telenggen emphasized to the UN that the root of the conflict in Papua stems from a unilateral agreement between the Indonesian colonial government and the United States regarding the world's second-largest gold mining operation, operated by the US-owned PT Freeport McMoRan, which began operating in Tembagapura, Papua, in 1967 before the Act of Free Choice (Pepera). The Act of Free Choice (Pepera) in 1969 occurred in various regions of Papua. At that time, the Papuan population numbered 815,904, but only 1,024 were selected by the Indonesian government to participated in a free election, held at gunpoint by the Indonesian military. Our parents also opposed the gold mining operation in Tembagapura by the US-owned PT Freeport McMoRan in 1967, but they were pressured by the Indonesian military with US support. Therefore, we urge the US and Indonesian governments to take responsibility for environmental damage and to warn foreign and Indonesian workers who are stealing Papua's natural resources. We also urge motorcycle taxi drivers, all Indonesian immigrants, and foreign nationals who collaborated with the Indonesian colonial government and carried out infrastructure development and economic activities throughout Papua to exercise caution. We also urge all civil airlines that regularly drop Indonesian military troops and logistics throughout Papua to cease their operations. This is necessary to prevent further casualties after American pilot Nicholas F. Goselin was shot by TPNPB Region XVI Yahukimo troops in Balinggama, Sobaham District,Yahukimo Regency-Papua. We are not asking for money or development from the Indonesian government in Papua and are urging the Indonesian colonial government to immediately recognize the independence of the Papuan people on December 1, 1961. We also firmly urge the Indonesian colonial president, Prabowo Subianto, to reject all development and economic activities and to be ready to shoot dead all Indonesian military intelligence agents operating in areas of armed conflict in Papua. Papua is our land and our rights must be safeguarded and protected from the threat of illegal Indonesian occupation and foreign interests. We also affirm to the Indonesian government that I, Major General Lekagak Telenggen, Commander of the TPNPB General Operations, am ready to take responsibility for the seizure of weapons, the shooting of Indonesian military personnel, the shooting of the American pilot Nicholas F. Goselin in Yahukimo, and various shooting incidents between Indonesian military forces and the West Papua National Liberation Army in various regions of Papua.
