There is a debate over the proposed eastern leg of the outer loop freeway, which would connect Tempe, Mesa, and Chandler to Scottsdale. While city officials and residents want a full freeway to ease heavy congestion, the state Transportation Department is considering a cheaper "expressway" model with stoplights. Residents are urging the state to spend the money now to build a more effective freeway that can handle the high volume of traffic. An Arizona State University policy banning alcohol at the Fiesta Bowl was enforced by campus police, resulting in a significant decrease in alcoholic beverages brought in by attendees. Despite some resistance, police successfully turned back most containers suspected of holding alcohol at the stadium gates. The issue of transients in Phoenix is growing and becoming more complex due to a combination of factors. This includes a seasonal influx of people seeking warmth, recent redevelopment in the downtown "Deuces" area pushing people into more visible neighborhoods, and a struggling economy forcing more families onto the streets. Local organizations believe a collaborative effort between federal, state, and city governments, along with non-profits, is needed to address the issue. Out-of-state students in Arizona face a confusing situation over whether they need to get Arizona license plates. The law has "gray areas," particularly concerning employment. While some police departments only cite students with full-time employees, others leave it to the officer's discretion, and students are left unsure about the rules. To avoid a potential fine, it's recommended that students with full-time work get Arizona plates. The personal computer industry is rapidly growing, with major companies preparing for a future where computers are as common as TVs. While prices for PCs have dropped significantly, making them more affordable, many potential buyers are still hesitant or confused about what to purchase. Experts advise finding a reputable manufacturer and starting the learning process now, as the benefits of gaining knowledge outweigh the potential for further price drops.
