Their goal is simple: to make it easier to remember the rules, especially for beginners. The problem begins when these simplifications are left to their own devices – without explanation, without context, and without reference to the actual regulations. Over time, these mnemonics take on a life of their own and are repeated by sailors as "rules of the water," even though... they simply aren't in the regulations.
