Although the nationwide heavy rain advisories have been lifted, caution is required as up to 200mm more rain is expected to fall by tomorrow. Extreme torrential rain poured down in many places, severe enough to warrant the issuance of emergency disaster text messages regarding heavy rain in the central region. Consequently, over 150mm of rain fell in the metropolitan area alone, leading to a series of significant damages, correct? [Ham Eun-gu] That is correct. Fortunately, the storm passed without major casualties, but as you mentioned, torrential rains exceeding 150mm fell in the metropolitan area and nearly 200mm in northern Gyeonggi Province. This led to incidents such as landslides and the isolation of some campers in areas like Gapyeong. [Anchor] The emergency disaster alert system for catastrophic heavy rain was introduced for the first time this summer, wasn't it? The first such alert was sent to Suseong-gu, Daegu yesterday. Given the severity of the rainfall, what are the criteria, and what should be done when such an alert is issued? [Ham Eun-gu] As you mentioned, the adjective "catastrophic" was added to the front. In fact, because our citizens receive so many emergency disaster alerts, there are situations where their vigilance has become lax even when receiving such messages. Therefore, led by the Ministry of the Interior and Safety, criteria for catastrophic emergency heavy rain have been established, as you mentioned. For example, it is defined as rainfall of 25mm or more within 15 minutes, or 85mm or more within a one-hour period. Or, as I mentioned, an emergency disaster alert for torrential rain is sent out when it rains more than 100mm in an hour. You must recognize that if a text message of this magnitude is sent to your area, it is a very dangerous situation. [Anchor] So, if you receive this text, should you start evacuating immediately? [Ham Eun-gu] That is correct. In particular, if you live in a low-lying area, near a river, or in a forested area or cut slope where there is a very high risk of landslides, it would be best to evacuate immediately if you receive an emergency disaster alert of the magnitude I mentioned. [Anchor] But you mentioned the standard as more than 25mm in 15 minutes. However, in the case of Suseong-gu, Daegu yesterday, 31.5mm poured down in 15 minutes. How powerful is that? [Ham Eun-gu] You just mentioned 25mm in 15 minutes, didn't you? It would be accurate to describe it as pouring down so heavily that visibility is completely obscured, much like a squall in other countries. In fact, if about 31mm of rain fell in just 15 minutes, it is a rainfall intensity that inevitably leads to flooding in some low-lying areas, even in cities with well-developed drainage systems and storm drains, and raises serious concerns about landslides. [Anchor] Especially these days, there are quite a few instances where torrential downpours pour down overnight. However, in such cases, visibility is poor, so the risk of accidents seems to be even greater. [Ham Eun-gu] That is correct. As you mentioned, concentrated rainfall in the form of nocturnal rain is occurring frequently in Korea. Therefore, given that visibility is already difficult at night, if we are in a situation where torrential rain is falling like this, driving is practically impossible...
