The activities of the organizers and members of the criminal organization were identified and suppressed during an operational investigation by officers of the Organized Crime Department of the Criminal Investigation Department of the Ministry of Internal Affairs for the Republic of Tatarstan. It was established that the organization was led by crime bosses from a Chistopol organized crime group – a 41-year-old deputy head of a Chistopol company with eight previous convictions and a 34-year-old construction foreman with three previous convictions. The community was divided into two organized crime groups with clearly defined roles in the commission of the crimes. The first group, consisting of five members, extorted money from residents and business owners in Chistopol through threats of physical violence and destruction of property. The second group, consisting of three members, operated in the real estate sector. They committed fraud against the heirs of apartments by creating fictitious certificates and forging signatures on title documents. Most of the criminally obtained funds were accumulated by one of the Chistopol crime bosses, who then transported them to a so-called "thief in law" in Orenburg. During a search of his residence in the Orenburg region, items and objects were seized that served as evidence of his "thief in law" status. In August 2019, the Main Investigative Department of the Ministry of Internal Affairs for the Republic of Tatarstan opened a criminal case against him under Article 210.1 of the Russian Criminal Code – "Occupying a high position in a criminal hierarchy." During operational activities, an arsenal of firearms and ammunition belonging to the criminal group was discovered and seized: a pistol homemade from a gas pistol, 66 rounds of ammunition of various calibers, a TNT block, and a projectile fuse. Criminal cases have been opened against the organizers and participants under Article 163 of the Russian Criminal Code – "Extortion committed by an organized group," Article 159 of the Russian Criminal Code – "Fraud committed by an organized group on an especially large scale, resulting in the deprivation of a citizen's right to residential premises," and Article 222 of the Russian Criminal Code – "Illegal trafficking in firearms." Currently, the Investigative Department of the Main Investigative Directorate of the Ministry of Internal Affairs for the Republic of Tatarstan has opened a criminal case against the accused under Article 210 of the Russian Criminal Code, "Criminal organization." The Orenburg "thief in law" is charged under Part 4 of Article 210 of the Russian Criminal Code, "Creation of a criminal organization by a person occupying a high position in a criminal hierarchy" (15 to 20 years' imprisonment). The crime bosses from Chistopol are charged under Part 1 of Article 210 of the Russian Criminal Code, "Creation of a criminal organization," (12 years' imprisonment to life imprisonment). The remaining nine defendants are charged under Part 2 of Article 210 of the Russian Criminal Code, "Participation in a criminal organization," (7 to 10 years' imprisonment).
