Prevailing winds blow from Kyoto to Osaka. From Osaka to Kyoto you'll face headwinds, but they were manageable. The southern Kyoto roads can be very busy (8:48), make sure to stick to the rivers in the recommended route above. There are regularly scheduled trains between Osaka/Kyoto. You can rent a bike from https://roadbikerentaljapan.com They offer one way drop-off, meaning you can pick up your bike from either Osaka/Kyoto and drop it off at their other location (for an extra charge, but it's worth it). The Fushimi Inari Taisha can be crowded with tourists. It is open 24/7 hours though and is lit at night. I suggest locking up your bike before entering the Fushimi Inari Taisha, there are a lot of stairs and the locals won't like it. If you hike up the mountain, bring good shoes. Give yourself at least 1-2 hours for this hike. The West side of the Fushimi Inari is very touristy. The South/East side is much more secluded. This is where you'll see the bamboo forest, waterfalls, quieter shrines.
