Global health funding is collapsing. But at the World Health Assembly in Geneva, a lot of the conversation sounded less like a funding crisis and more like a strategy meeting: reform, sustainability, integration, country ownership. Those are not bad ideas. But when donors cut funding abruptly, these words can start doing something very different: turning cuts into “reform,” shifting blame downstream, and making patients and health workers absorb the consequences.
