China's Chernobyl Is Hiding a Dark Secret

I've actually been to Chernobyl — and when I walked into Zhuliao New City in Guangzhou, I couldn't shake the resemblance. Rows of hollow concrete towers, trees growing out of the windows, thousands of unfinished apartments slowly being swallowed by the jungle. So I went to find out what actually happened here. This is one of China's most famous "ghost cities," but the real story is stranger than the empty buildings. Construction began in 1992, and the main selling point wasn't the apartments — it was the temporary Guangzhou hukou (household registration) that came with them, which buyers could convert to a permanent one after five years. When the central government scrapped that policy — and because the towers were built on land that couldn't legally be sold this way — construction simply stopped. Over 5,000 apartments were left unfinished. To explain how a piece of paper could make or break an entire development, I get into China's household registration system — what hukou is, how it was once used to track people's origins, control movement, and distribute rationed necessities back in the planned-economy era, and how it still shapes life here today, including the way China handles homelessness. One thing I want to clear up: a "ghost city" usually isn't an empty city. Often it's a single unfinished complex — sometimes the developer ran out of money, sometimes the location was just awkward and nobody wanted to live there. People live right nearby in perfectly nice apartments; they just happen to have some very strange neighbors. I'm not here to judge whether these places should exist or how to fix them — I just want to show you what they actually are.
