Member of Parliament Dmytro Razumkov appeared on Yuriy Romanenko's program with a spine-chilling diagnosis: the coming months represent a crossroads, with the war either ending in the fall or continuing in the winter and escalating to a whole new level of problems. The political analyst and his interlocutor discuss why this winter will be more difficult than any previous one. Razumkov doesn't mince words: hundreds of homes in Kyiv may be left without heat, water, and electricity, but, in his words, "that's measured in different numbers." The Russians are targeting gas storage facilities, the Ukrainian government, in his estimation, has still not learned to operate in emergency mode, and air defense is catastrophically inadequate—ballistic missiles, as he puts it bluntly, "we don't even consider." Tsirkons, Iskanders, and S-400s are practically useless. A separate line of conversation is bitter irony directed at parliament. A common joke echoes in the conversation: the safest place in Kyiv is the Verkhovna Rada building, because the enemy promised to strike at decision-making centers, but "no decisions are made in the Verkhovna Rada." The joke is based on the idea that real decisions are made by a small circle, and the monolithic majority knows the least. But the guest deals the harshest blow not to the enemy, but to his own. Why do shells repeatedly strike residential buildings? Because factories and warehouses that shouldn't be within the city limits have been within the city limits for the past three years of the war. For Razumkov, the Vyshneve tragedy, where about 400 houses were damaged or destroyed, is a symptom of systemic incompetence: it's not just the enemy that's scary, but because, as he put it, "we have enough morons of our own." He has a counterexample at hand: Iran, which, despite complete isolation and extreme austerity, managed to hide its arsenals in underground storage facilities and, after the ceasefire, once again deployed hundreds of missiles. Ukraine has Western Ukraine, mountains, and underground locations where all this could have been hidden during the Great War. But they didn't. And where underground storage facilities could have been built, the conversation echoes with fears that something will be found to be hacked to pieces—even from the air. The conversation also turns to an uncomfortable personal topic: Razumkov admits that the decision to move his family to Europe has almost been made, but refuses to make such recommendations to others—every adult decides for themselves. And a grandmother with a pension of less than three thousand hryvnias, he adds, wouldn't leave the city even if she wanted to. The final chord of the fragment is a phrase every taxpayer should remember: there is no state budget, there is your money. "The state doesn't generate anything.
