Like the exclusive power of the Union, concurrent powers are also classified as legislative or formal. RESIDUAL COMPETENCE The legislative power of the Union is provided for in Article 22 of the Federal Constitution, while the legislative power of the Municipality is provided for in Article 30 of the Federal Constitution; that is, they are express powers. On the other hand, what neither the Union nor the Municipality are responsible for is the State's responsibility to legislate. Therefore, it is called Residual Competence, as it is all that remains, as provided for in Article 25, §1, of the Federal Constitution.
