Huai'an City, abbreviated as "Huai" and formerly known as Huaiyin, is a prefecture-level city in Jiangsu Province and a Type-II large city. Situated in north-central Jiangsu, eastern Jianghuai Plain and the Yangtze River Delta, it serves as a key central city in northern Jiangsu, a modern core city in the northern Yangtze River Delta, a member of the Nanjing Metropolitan Area, the leading city of the Huaihe Ecological Economic Belt, and a third-tier city in China. Located at the confluence of the Ancient Huaihe River and the Beijing-Hangzhou Grand Canal, Huai'an lies on China’s north-south geographical dividing line and is home to Hongze Lake, the fourth-largest freshwater lake in China. As of 2025, the city administers 4 districts (Qingjiangpu, Huai'an, Huaiyin, Hongze) and 3 counties (Lianshui, Xuyi, Jinhu), covering a total area of 10,030 square kilometers. By the end of 2024, its permanent population stood at 4.5235 million. Huai'an is a National Civilized City, National Historical and Cultural City, National Sanitary City, National Garden City, and National Model City for Environmental Protection. As one of the main birthplaces of Huaiyang Cuisine, it was designated a UNESCO City of Gastronomy in November 2021. It is also one of the cradles of ancient Jianghuai culture. Founded as a county in the Qin Dynasty, Huai'an has a history of more than 2,200 years and is home to the Qingliangang Culture relics. Historically a hub for water transport and salt distribution, known as "a gathering place for southern ships and northern horses", it housed the Viceroy of Rivers and the Viceroy of Water Transport. It was once ranked among the four major canal cities alongside Suzhou, Hangzhou and Yangzhou. The Huai'an section of the Grand Canal is inscribed on the World Heritage List, earning the city the reputation of "China's Canal Capital". A city nurtured by outstanding talents, Huai'an is the hometown of Premier Zhou Enlai. It has also given birth to notable historical figures including the great strategist Han Xin, Han Fu master Mei Cheng, heroine Liang Hongyu, national hero Guan Tianpei, and Wu Cheng'en, author of Journey to the West. Major tourist attractions in Huai'an include Zhou Enlai Hometown Scenic Area, New Fourth Army Liu Laozhuang Company Memorial Garden, Huanghuatang New Fourth Army Headquarters Memorial Hall, Former Site of the Jiangsu-Anhui Border Region Government, Li Canal Cultural Corridor, Qingyan Garden, and Huai'an West Amusement Park.
