Vice President Carolina Cosse publicly presented yesterday a proposal for urban intervention in the area surrounding the Legislative Palace, to be carried out as part of the building's centennial commemoration. The initiative includes changes to traffic flow, more green spaces, and the construction of an annex on the site where a helipad currently stands. According to the draft presented with architect Salvador Schelotto, the plan proposes semi-pedestrianizing a section of General Flores Street, improving the public space, and constructing a two- or three-story building for offices, archives, meeting rooms, and services related to Parliament. It also envisions spaces open to the community, such as coworking areas, reading rooms, a CAIF (Early Childhood Care Center), a student residence, and a public plaza on the rooftop. "In this first draft, we are seeking to ensure that this proposal contributes to greater security, more public spaces, increased and improved tourism, a better environment for educational institutions, more spaces for community interaction, and a better Parliament." Although the proposal will be formally presented next Thursday to the Legislative Branch's Administrative Committee, the draft of the project, championed by Carolina Cosse, began circulating in recent days and drew criticism from the opposition. Nationalist Representative Juan Martín Rodríguez, a member of the committee, questioned the project's timing in a context of economic constraints and argued that it encroaches on areas outside the purview of Parliament. Similarly, Senator Sebastián Da Silva recalled that Cosse championed the construction of the Antel Arena, a project criticized for its final cost, and stated that the Vice President's "record is emblematic enough that we shouldn't even look at the model." For their part, the Colorado Party's senators expressed a "strong, outright, and absolute rejection" of the initiative. The legislators questioned the allocation of resources to this project while problems such as poverty, insecurity, and homelessness persist. They also criticized the idea of ​​partially pedestrianizing part of the area, believing it could worsen traffic congestion in Montevideo. Cosse responded that she was surprised by “the media frenzy” surrounding an initiative that is still in the draft stage. She assured that the goal is to complete the project “at the lowest possible cost,” through public architectural competitions with the support of the Uruguayan Society of Architects. Regarding financing, she stated that the proposal aims to be carried out “by saving 30 million dollars” allocated in the previous term for the Palace's centennial celebrations, which were returned to the Executive Branch to be used for other projects or programs. When asked about this issue yesterday, President Yamandú Orsi defended the proposal promoted by the Vice President and said he was surprised by the opposition's criticism.
