Mix water, ice, and salt until dissovled. Soak mussels for 30 minutes in the refrigerator. Once purged, debeard and scrub each one to remove detritus. Discard any that won't close or have cracked shells. Refrigerate until ready. 2. In a saucier, combine oil, shallot, garlic and sweat over medium heat for about 5 minutes until soft and translucent. Then add in chile flake and 4 cranks black pepper and bloom 30 seconds. 3. Add tomato paste and cook 2 minutes 4. Deglaze with white wine and bring to a hard boil. Add mussels, cover, and steam about 3 minutes until the shells open. Discard any that stay shut. 5. Stir in cold butter in pieces, swirling until emulsified into a silky broth. 6.
