If it doesn't push fuel from the bowl into the throat of the carburetor it is probably due to a warped air cleaner base not sealing to the carburetor face. This style primer usually has a hole in the center because it just pushes air into the carb bowl forcing fuel up though the main jet tube into the throat of the carb. Another quick way to check for fire and compression at the same time is to spray some brake cleaner or carb cleaner into the throat of the carb and try to start.
