Now, the masterminds of the scam are living it up abroad—buying villas in France, yachts in Italy, and opening businesses in Dubai. A year and a half ago, NABU issued the first suspicions regarding this massive corruption scheme. The scheme involved funneling money from the Odesa Port Plant and the United Mining and Chemical Company through companies controlled by the participants. They placed "their" people in leadership roles at state enterprises to secure lucrative contracts.
