In 2024, the Ukrainian government allocated over 40 billion UAH for the construction of fortifications. It turned out that part of this money went to companies that either inflated prices or acted as fronts. In Kherson region, the company Global Build Engineering (linked to Deputy Head of the Regional Military Administration Anton Samoilenko) purchased concrete blocks through a middleman, overpaying by tens of millions. In Zhytomyr region, the contract was awarded to "Navitechservis". The company transferred the funds to a shell-like structure called "Reiskvik", which then redirected part of the money to other firms. In the end, tens of millions vanished without a trace.
