The Federal Office for the Protection of the Constitution (BfV) is to be allowed to recruit 16-year-olds as paid informants. They will be permitted to secretly enter homes and spread disinformation without ever informing those targeted. What sounds like a chapter from a novel about a surveillance state is actually contained in a draft bill by Interior Minister Alexander Dobrindt (CSU). Dobrindt had already announced in February his intention to transform the intelligence service into "a genuine secret service" with "effective operational capabilities." Now the draft is available: The BfV would be allowed to sabotage cell phones and computers, recruit minors as young as 16 as informants, secretly enter homes, and install surveillance technology. Particularly explosive is the fact that even independent prior vetting can be easily circumvented by an emergency decision from the agency's leadership.
