The first mayor of Manse District was Hong No-mi, the first female vice-director of Hwaseong City. Manse District is the largest district, covering 67% of Hwaseong City's total area. With a population of approximately 290,000, Hyangnam and Namyang have a predominantly young population, while Paltan, Seosin, and Songsan are characterized by a high proportion of elderly and foreign residents.
