Feria de Proximidad Policial para fortalecer la cultura de paz y la prevención en jóvenes
Thursday, June 25, 2026 – With the aim of consolidating safe school environments, strengthening ties of trust between citizens and law enforcement agencies, and equipping young people with tools for the peaceful resolution of conflicts, the Municipal Public Security Secretariat, in coordination with the State Government's Secretariat of Security and Peace, formally inaugurated the activities of the Police Proximity Fair. Hosted at the "Centenario del Ejército Nacional" Secondary School, the launch of this inter-institutional event brought together authorities from all three levels of government, teaching staff, parents, and hundreds of students, who were able to learn firsthand about the operational and preventative functions of law enforcement and meet the people who work daily to maintain order and social peace. The head table included the Mayor of San José Iturbide, Dr. Edgar Manuel Montes de la Vega; Ms. Elia Bárbara Lugo Delgado, Undersecretary of Prevention for the Guanajuato State Secretariat of Security and Peace; Inspector Sergio Faustino Bautista Chacón, head of the National Guard detachment in San Miguel de Allende; Commander Ulises Armando Ramírez Fraustro, representative of the State Public Security Forces (FSPE); Father Ávila Rivera, Municipal Secretary of Public Security; and the director of the host school, Professor Alejandro Fernández. Digital Responsibility and Respect for Primary Authority Speaking, the Mayor of Iturbide, Dr. Manuel Montes, welcomed the federal and state officials, emphasizing that the municipality was "honored" by this deployment. In a reflective message addressed to the students, the mayor explained that violence is a strictly human creation, and therefore it is up to society itself to build peace through mental health and emotional control. Montes de la Vega warned the student community about the latent risks in the age of the internet and digital platforms, specifying that irresponsible use of mobile devices can have severe emotional or legal consequences. He also urged young people to value and respect authority, emphasizing that order begins at home and in the classroom: “Sometimes it’s hard for us to follow rules like getting up early, making our beds, or doing our homework, but that’s where discipline starts. Our parents are the primary authority figures; then come our teachers. We can’t go against the rules if we want a strong country. Also, remember to defend your home, which is your sacred sanctuary of safety. If something is wrong, don’t stay silent; you are not invisible. Go to the institutions; we will always listen to you and support you in resolving conflicts through dialogue,” the mayor stated. Coordinated Community Outreach Strategy The Mayor noted that these preventative fairs are part of the agreements and direct dialogue maintained with the State Governor and in accordance with federal guidelines for the permanent establishment of Peace Councils in municipalities. He concluded by expressing his hope that students would come to know the police forces from a preventative perspective, emulating the figure of a doctor who is respected and known, hoping they will never need to be called upon in an emergency. Dialogue and Mediation Against Violence During her remarks, the State Undersecretary, Elia Bárbara Lugo Delgado, emphasized that the work of agencies such as the National Guard, the State Public Security Forces (FSPE), and the Municipal Police should not be limited exclusively to response or patrol duties, but rather that it is their obligation to strengthen their relationship with children and adolescents. “As authorities, we have a responsibility to reach out to our youth so that a culture of peace is fostered within the classroom. In the event of a conflict between classmates, the solution is never aggression or fighting; there are channels for conciliation and mediation. Today, we are showcasing combined operational demonstrations, such as the K9 unit, so you can see how we work in a coordinated manner to ensure you can study and live in a peaceful environment,” the state official stated. Following the official ceremony, the students enthusiastically participated in demonstrations of official vehicles, canine units, tactical equipment, and talks focused on crime prevention, addiction prevention, and promoting a culture of legality.
