Russian authorities are increasingly turning higher education institutions into instruments of war. There are two reasons for this, according to Ukrainian expert Yuri Fedorenko. He says that the first is obvious: the occupying army needs constant reinforcements. The second is less obvious: the Kremlin fears educated youth, and therefore tries to simultaneously control them, reduce their numbers, and use them as a resource for war. At the beginning of the year, Russian universities launched a large-scale recruitment campaign for students to work on contract basis. The campaign is accompanied by promises to "use their academic leave productively" and claims of a supposedly one-year contract, although in fact it is indefinite. Particular attention is being paid to students with academic arrears. Expert adds that open sources indicate that Russian Science Minister Valery Falkov has set a target for rectors: at least 2% of students must sign contracts with the Ministry of Defense. As of early 2026, approximately 2.2 million male students were enrolled in Russian universities. This equates to approximately 44,000 potential contract students. If a similar approach is extended to colleges and technical schools, the figure could rise to 76,000. However, it's not just about recruitment. Russian education is undergoing accelerated militarization. Universities are reviving mandatory ideological courses like "Fundamentals of Russian Statehood," designed to instill loyalty to the so-called "Russian civilization." Students and schoolchildren are being recruited to produce military equipment, and some educational institutions are even creating a kind of "cultural front" to serve military propaganda. At the same time, the authorities are restricting access to higher education. Nearly 50,000 fee-paying places have been eliminated in humanities programs such as economics, law, management, public administration, and psychology. However, benefits for war veterans and their families are being expanded. According to expert, several conclusions follow from this. “Firstly, the regime will indeed receive a certain number of contract soldiers, but this will not change the strategic balance of power on the front. Secondly, the decline of the educated population works against Russia itself. Modern wars are won not only by numbers, but also by technology, innovation, and the quality of human capital. Thirdly, the more pressure the state puts on young people, the higher the risk of internal discontent. In effect, the Kremlin's grandfathers are opening an internal front against their grandchildren's generation. They are attempting to prolong the life of their own system by throwing their youth into the furnace of war. But history has proven time and again: a state's war against its own future never ends in victory.
