Inspection of the Pampanga Food Security Complex (PFSC) 07/24/2026

Barangay Sta. Catalina, Lubao, Pampanga July 24, 2026 Highlighting the Administration's efforts to strengthen food security and improve farmers’ livelihoods, President Ferdinand R. Marcos Jr. inspected the newly completed Pampanga Food Security Complex (PFSC) and the Rice Competitiveness Enhancement Fund (RCEF) Rice Processing System (RPS) in Barangay Sta. Catalina, Lubao, Pampanga on July 24, 2026. The President was joined by Department of Agriculture (DA) Secretary Francisco Tiu Laurel Jr., Pampanga Governor Lilia Pineda, Philippine Center for Postharvest Development and Mechanization (PhilMech) Director Dr. Dionisio Alvindia, and local government officials. During the inspection, the President visited the rice-drying area, where he received a briefing on the facility’s operations, then proceeded to the rice-milling area to inspect modern equipment that processes dried palay into rice. He also met with about 35 members of Farmers’ Cooperatives and Associations at the rice-bagging area. Designed to serve the entire post-harvest value chain, the PFSC provides farmer accreditation, palay procurement and receiving, drying, milling, storage, inventory management, packaging and distribution. It is expected to benefit rice farmers across Pampanga. The President also observed the distribution of Sustainable Livelihood Program (SLP) checks, led by the Department of Social Welfare and Development (DSWD), to 21 associations from the agricultural sector, as well as Assistance to Individuals in Crisis Situation (AICS) to 600 beneficiaries.
