Handog ng Pangulo: Financial Assistance to Farm Workers and Distribution of Titles

San Fernando, Pampanga September 19, 2025 As the Administration takes significant steps to reduce poverty, improve land tenure security and promote economic empowerment in the country, President Ferdinand R. Marcos Jr. joins the Department of Social Welfare and Development (DSWD) and the Department of Environment and Natural Resources (DENR) in distributing financial assistance to farm workers and land titles during a program in San Fernando City, Pampanga on September 19, 2025. The President, together with DSWD Secretary Rex Gatchalian, leads the ceremonial distribution of PhP10,000 each to 2,970 farm workers from Pampanga, represented by 10 select beneficiaries. Each beneficiary also receives family food packs from the Provincial Government of Pampanga. Thereafter, President Marcos Jr., along with DENR Secretary Raphael Lotilla, turns over land patents and deeds of sale to 520 beneficiaries, represented by four (4) select recipients each for residential free patents, five (5) for agricultural free patents, 11 for special patents, and three (3) for deeds of sale. The DENR has also set up a booth in the area to distribute 5,000 seedlings. The DENR’s land distribution program, called ‘Handog Titulo’, directly supports the government’s food security agenda by empowering farmers with secure land rights, increasing agricultural productivity and helping to lower food prices. It also aligns with the President’s directive for bureaucratic efficiency by simplifying land titling processes, reducing disputes and improving transparency in land management. It is an ongoing initiative where qualified recipients are granted land ownership rights by the DENR’s regional and field offices through land patent issuance under Commonwealth Act 141, as amended by Republic Act (R.A.) No. 11573, R.A.
