The Liberal Democratic Party and the Japan Restoration Party signed a memorandum of understanding to form a coalition government on October 20th. The parties reportedly reached agreement on many of the 12 points that Ishin Party had requested of the LDP as conditions for cooperation, including social security reform and a reduction in the number of Diet seats. One of the most important points is the "sub-capital concept." The outline of the proposal, released in September, is premised on the realization of the "Osaka Metropolis Concept," which has been rejected twice in local referendums. On the other hand, Ishin Party was founded primarily by Osaka Prefectural Assembly members who had originally left the LDP. Some LDP supporters have expressed concern that the Osaka Prefectural LDP chapter may disappear. However, Ishin Party has had the bitter experience of seeing an agreement with the LDP last year that was reneged on, which sought to make receipts for former correspondence expenses public. Will Ishin Party's pet policies be realized? What will happen to the sub-capital concept, which is now becoming a reality? Will the LDP and the Japan Restoration Party be able to get along in the future?
