This is because the stakes are high, and they need to raise as much money as possible at the start of sales, especially if the construction isn't being financed from private funds. Inflation and the cost of materials and labor are unpredictable, so any delay in the deadline means financial losses for the builder. First for the builder, and then possibly for the buyer.
