To break up monotony and make training a bit more fun, coaches sometimes have swimmers swim with their heads above water. This disrupts the body's angle in the water and increases friction. Athletes who try to overcome increased resistance gain overall strength. Swimming with their heads out in public places, especially in rough seas, is recommended for many reasons. I won't go into detail to keep the video short, as I recommend watching a previous video on this topic. The main point I want to address in this video is that, for health reasons, we must always swim with our heads out of the water.
